Did someone change the topic here? Many people are on UI and in school and are NOT in the CTB program.
It's more likely that your enrollment in school triggered an able and available issue and that your benefits are suspended until it's determined that you are still meeting the able and available requirements, and your benefits will be restored and retro paid for all the withheld weeks.
What EDD is attempting to determine is if your schooling will interfer with work. The first thing they look at is your class schedule. Any classes that are between the hours of 8 am and 5 pm will result in you receiving an able and available disqualification even if it's just one class once a week for 15 minutes. If all your classes are evening, online, or weekend, EDD won't much care, and the process will be quick and painless.
It can be overcome if you have classes during the danger times. If you're in an occupation that is 24 x 7, you can show that you're still available to a substantial field of employment, and be fine. This is especially true of hospital/hospitality/convenience store type workers. Especially, when the new people tend to be hired on the 2nd and 3rd shift because most day shift vacancies are filled by those on the less desireable shifts. If you have a course catalog and can show that your day classes are offered in the evening. You can show that in the event you got a job that conflicted with school, you'd simple switch to the class at the alternate time. The last thing is to convincingly say, "if offered work that interferred with school, I'd quit school to accept the job."
