My question involves name change laws in the State of: Maryland/North Carolina

My less than two month old child was born in Mecklenburg County (North Carolina), and we gave him a name in the hospital (kind of pressured into give a name). We don't feel good about the child's first name and would like to change it. The problem is we (both parents+child) have to move out of North Carolina in a couple of weeks time to Montgomery County (Maryland) due to work. And we are not sure whether to apply for the child's name change in NC or MD.

As of now we already obtained the child's original birth certificate from the Mecklenburg County (North Carolina) vital records office. The hospital applied for the SSN after the child was born, but we are yet to get it.

Here are my questions:

* Can we apply for name change in Maryland or should we do it only in North Carolina? Will we satisfy residency requirements of Maryland, if we just moved there?
* Here (http://www.change.name/change-your-name-in-maryland/) it says that if the child is under one year old, we don't need a court order for name change in Maryland. Will the rule apply in my case as well?

I have already consulted with an attorney in North Carolina (referred by meckbar.org) and he is not sure about this and suggested to do it in Maryland.

The mother and child are planning to travel out of the country by the end of this year and we have to get the child's passport ready for that. We would like the passport with the new name. Will the time frame work?
