Default Non-Resident of Japan Obtaining a American Tourist Visa

    Hi,
my friend is an Indonesian citizen currently living and working in japan on a working visa. Her mom is a resident of Japan however. She is looking to come to America on a tourist visa. My question is,

I Understand that she will need a "Family members' passports who reside in Japan, even if they are not traveling with you or applying for a visa"

She does have family members living in Japan however she does not have a good relationship with them and claims she will not be able to get their passports. Will this be a problem if she does not bring a copy of her family members' passports?

Also, is it possible for an American citizen such as myself to sponsor her trip to boost chances of acceptance? If so, what documents would I need to prepare for this to show sponsorship?

Finally, since she has only recently started working in Japan, she has not received any pay check yet to show at the interview. Will this kill her chances of getting a tourist visa?

Thank you in advance for any help.

She's an Indonesian citizen and shes not a Japanese resident in the immigrant sense.

Her financial status might be a problem.

    Yes, she needs
"evidence of funds to cover your expenses while in the United States"

Alone she does not have the funds but to be honest, I will be the one paying for all accommodations for her.

    More info:
She is actually my wife. we got married religiously but not by civil yet (is why I referred to her as "friend"). We want her to come so she can meet my family and I will be covering all the expenses.
she has a 1 year contract at her work and so she does have economic ties to Japan and will be returning to Japan.

Is there anyway to convey this to immigration so they will understand the financial issue without them being suspicious?

Maybe pictures of our wedding would help but I am just afraid they would be suspicious of her intending to get married within America with intent to immigrate (which is not the case)

The greater problem is that she is married to a US citizen. What do you hope to accomplish be being religiously but not civilly married?

Do you mean that us being married religiously will actually hurt her chances of coming here so we should just not mention it?

Being married religiously is just a personal choice between us. There isn't really a goal for it in terms of the bureaucracy though. In the eyes of the Government though I realize we are not married. I just want to convey our reasons to immigration of her coming here without them getting the wrong idea that she has intent of immigrating here.

That is, I want them to understand that she is coming here because of meeting my family because we are married religiously and that her costs will be covered by me. I feel that this is a very legitimate reason for visiting the US.

Would it be a good idea to try to explain to them basically what the truth is with pictures of wedding/(documents of my sponsorship) to back up her claims at the interview?

I heavily doubt you'll be able to convince border agents that while she may be your wife, she has no intention of actually emigrating to the US at that point. If anything, it would typically seal the deal and she will be denied entry. Meeting your family is not as good a reason as you might think.

My advice to you would be to get her US residency sorted out first, or become a resident of Japan yourself before eventually returning with your wife. Otherwise you may have to face a separation until it does get sorted out.

Failing that, hightail it to an attorney to discuss your options.
