Default Probation Transfer from One State to Another

I have a question that I'm hoping someone here can offer some advice about a situation I have. In October of 2014 I was convicted of a felony for non-payment of child support. I was convicted in Ohio but at the time I had lived in Georgia for several years so my probation was automatically transferred to Georgia. Several days ago I had a family emergency in Kentucky (my father had a heart attack) so I received a 2 week travel permit from my probation officer. At the moment I'm still in Kentucky.

What I'd like to do is transfer my probation here for multiple reasons:

    1. My father is physically unable to do badly needed work on his house due to multiple heart attacks
    2. The house I was living in while in Georgia is about to be sold and removed (double-wide trailer) which leaves me homeless if I go back to Georgia.
    3. Having a felony on my record has made it very difficult to find steady work, but here in Kentucky (in my home town) I have relatives who can provide a tremendous amount of help with housing, finding a job that will overlook a felony and transportation.
    5. Both of my parents are not in very good health so I'd like to be here to help however I can.

I spoke with my probation officer in Georgia about a transfer and she was not very receptive. Her reply was that I am not allowed to do "state hopping". The original transfer from Ohio to Georgia was unavoidable since I was already living there, so this is the first time I've actually requested a transfer. I'm currently out of work, but since my conviction, I've always kept my child support case worker up to speed about any and all changes and was paying steadily until the company I worked for downsized and I was laid off. I haven't been on probation all that long, but in that time I haven't gotten into any trouble except for falling behind on my monthly supervision fees, but I managed to get caught up last week.

Are these reasons (all of which I have documentation to prove) enough to have my probation transferred? And who has final say, Ohio or Georgia? Is there anything I can do to improve my chances of being approved?

Sorry for being long-winded, but I wanted to make sure I laid out all the facts as clearly as possible.

It's not a mandatory transfer. The probation department can't approve a transfer. They know if you're eligible but, the office has nothing to do with whether or not you'll be able to transfer.

Well I'm new to this sort of thing so I assumed that the probation officer played a significant role in whether or not a transfer is approved. Who makes that decision? Or does that vary from state to state?

The transfer process is through ICOTS. The probation officer is in charge of your case but, not exclusively in charge of whether or not you can leave jurisdiction. You have to be in good standing with regard to your compliance with your probation. Have more than six months remaining on your sentence and a host of other things that ICOTS will take in consideration as you attempt to transfer.

You should start your own thread.

Did asking his probation officer occur to either of you?
