You chose not to follow the instruction to identify your state. Depending on the state and the type of ticket hearing you choose, there may be little opportunity to present a video or there may not be a prosecutor present at the initial hearing. In some states the initial hearing might be conducted based upon written filings with the court, or with only a written submission by the officer, unless you request a more formal proceeding.
The long and the short of it, though, is "no" -- if the court or prosecution wants to see the entire video for context, you will either have to provide the entire video or should expect that it won't be allowed as evidence. If you have chosen to destroy evidence, you can anticipate the exclusion of the portion that you preserved with a possible presumption that you destroyed the evidence because it tended to support the opposing party's case.
