And from the postings, it sounds as though this employee, who is, by the way, always "subordinate" but not always "insubordinate" in this company, has put up with this for quite a long period of time. She mentions that this "usually happens in winter" which would lead one to believe she'd not just started with this company and found out about this issue, but that she'd been working there for an extended period of time, and this has always been an issue. So she has, by her continuing employment there, accepted the conditions, including use of her personal phone. In other words, if she were to quit her job and file for unemployment benefits while looking for another one, giving as the reason for her quitting that she was being required to use her own personal phone when the company's phones weren't working, she would not have a very good chance of approval. Really, the only alternative in this situation is to either tolerate their working conditions and policies or find something else.
