Might help if you define what you mean by “libel tourism.” It is not a phrase that has particular defined meaning in the law, after all.
Well if you're talking about somewhere else in the world (by the way the case is Richardson v Schwarzenegger rather than what you said and is a UK High Court case), it's rather outside the subject of this forum which handles US law only. The usual thing that stops people from bringing suits in foreign countries from the defendant is that it's hard to get the judgement enforced when you do that.
If you're talking about court shopping in the US, it happens all the time. Each court has rules of venue and everybody will argue whether or not the case is brought in the right one. Even at the federal level, finding a way to bring the case in a favorable district is pretty common.
