Default Parking Lot Accident, Hitting a Car Door Opened in Front of Me

My question involves a traffic accident in the State of: New York

An attendant at a parking lot was waving me forward when the driver of a parked vehicle opened his car door. The right corner of my bumper contacted his door. My bumper sustained a couple of scratches and his door is slightly dented but still opened and closed fine. The other driver took pictures of his car door and I gave him my insurance card. I asked the other driver for his insurance card while he was talking on the phone, but while I was talking to one of the parking lot attendants he left the scene and I don't have any of his information. No police report was filed.

I can take care of the damages to my car myself, but am not sure if I should report the incident to my insurance company or wait to see if he files a claim since I don't have any of his information. I've never been in a situation like this before so didn't really understand all the rules and was a little flustered .

Report the incident to your insurance company. It's your obligation under the terms and conditions of your policy. Failure to report it could jeopardize your insurance.

Can I report the incident without opening a claim? And if so, will simply notifying them of the incident cause my insurance costs to rise?

If the guy ever files a claim, your insurance will ping you about it. I would definitely file the claim, but not act on it until they get word from him or his insurance. Even if you don't ever hear from the guy --who probably doesn't have insurance, so he left while you were distracted-- your bases are covered with YOUR insurance.

Make sure you tell them in your recorded statement that he opened his door and caused the accident then HE LEFT THE SCENE before you got any information from him.
