My question involves vehicle registration or title in the state of: Washington

Hi guys, I am currently working on the Power of Attorney (POA) to appoint my best friend to sell my car when I am going abroad. However, I was struggling when I realized that the license plate # on my title is different than my current license plate since I replaced plate last September (required after several years). So I was just wondering if I have to get a new title? If yes, it might be a big problem since I am leaving this Wednesday.

I was also wondering if someone could shed me some lights with the notarization process. Should I just go to any notarization place that I could find on Yelp? (UPS, Licensing place, etc.) Is there any difference between them in term of notarizing? I have never done any notarization before so may I assume that me and my friend both go to the notarization place and fill out POA form there and get notarizing and that's all?
