Default How Often Is The Front Driver At Fault In Rear-End Collisions

Can anybody find statistics on the percentage of time someone who gets rear ended actually gets a ticket ? It's got to be almost non-existent. I was always told my whole life that if you get hit in the butt end it's never your fault because the people travelling behind you are supposed to be following at a safe enough distance and be aware enough of their surroundings to come to a stop. I was yielding to an ambulance, moving to the shoulder, and before I could stop an undercover cop stopped right on my back end and he got rear ended by another car and pushed into me. I got a ticket for "illegal stopping in roadway."

It's a low percentage, but it happens. The usual cause is that the person in front brakes suddenly, creating an emergency situation for drivers behind him. For example, rather than slowing and pulling over when seeing an emergency vehicle approach, the driver might slam on his brakes in the traffic lane or before getting out of the traffic lane, creating an unexpected sudden hazard for the drivers behind him.
