Default Neighbor Wants Us to Pay for Something He Did Before We Bought the House

My question involves real estate located in the State of: FL

The owner of neighboring vacant lots says he can collect from us (even though he is talking about a period of time when the property was owned by a different person and then foreclosed on) payments from when he maintained and poured the concrete driveway.

    Seriously????

Shouldn't he have placed a lien on the property in order to collect anything?

And when you politely asked him to show you what made him entitled to anything, what did he do and say?
