My question involves a driver's license issued by the State of: Arizona

In June of 2013, while I was in California temporarily, I received a traffic ticket for (accidentally) driving on a part of a street reserved for buses. I did not appear in court because I was back in Arizona and financially could not afford to go back out to California. I had a ticket of almost $400 that I could not afford that has since gone to collections. Today I received a notice from the Los Angeles Superior Court that they have placed a DMV hold on my license. The amount I am told to pay is $930 but the letter said the $300 civil assessment could be waived if the amount was paid within 10 days.
I just spoke to the collection agency GC Services and they informed me that the $300 could only be waived if I had paid by 2/27/15, even though I received the letter after that date.
My question is two part: 1. Is there anything I can do to try to reduce the amount due?
2. Can this hold issued by a California court result in suspension of my Arizona license?
