My question involves a traffic ticket quota from the state of: California

It seems that there are more and more cases of police departments requiring illegal quotas on its officers. The case in Whittier California is the most recent example. This poses a question: If the courts rule that the Whittier Police Department was in fact placing illegal quotas on officers to write traffic tickets, then the tickets themselves are illegal… right? So, is there grounds for an individual or a class action event to have a traffic conviction overturned based on the illegal quotas?
