My question involves landlord-tenant law in the State of: Wisconsin

Something went wrong with the pipes in my apartment complex. My apartment as well as two of my neighbor's had our toilets back up into our bathtubs to the point of overflowing. We tried to contact the landlord when we noticed it was backing up into the tub, but the emergency maintenance number was disconnected and the landlord wouldn't answer her cell, so it overflowed. My entire apartment smells terrible and, although they have fixed the problem now (hopefully), my entire bedroom floor is soaking wet and there is toilet paper (and other disgusting things) still sitting in my bathtub. I do NOT want to clean this up as I believe this is a health hazard and it is the waste from the entire apartment complex. Do I have the right to have my apartment cleaned? Thanks for any help possible.
