    I agree with you. In many states (and I would venture a guess that in all states) a municipal or county attorney can have a private practice. It's who they represent in that private practice while in office and after office that matters.

    And while it is easy to quote laws about what is ethical according to the codes of conduct, it is not always what happens in municipal and county governments. And if it is so hard for OP to get a straight answer, I would have my suspicions.
