What we have here is not just an attorney trying to serve two masters because the county attorney is also a public official. Even the appearance of a conflict of interest has to be avoided.

Depending on what this farmer law suit is about (does it involve the county or the tax-exempt status of the property) the county attorney may in fact be serving two masters or using his influence as a public official to serve a client.
But whether any laws or ethical rules were violated depends on the laws and rules for the state in which this occurred, and so far we don’t know the state. In at least some states that allow a city/county attorney to also have a private practice at the same time the attorney would not necessarily be violating any law or rule with what was done here. In any event, the answer to that doesn't really help resolve the answer to the question of whether the organization really owes the property tax.
