    Default Foster Parent Licensing and Family Placement

    My question involves guardianship in the State of: Michigan.
    My daughter had her children removed by CPS. They were put in foster homes. I was told they (Adoption Agency) didn't know about me (didn't know i was available) or the children would have been placed with me and i would go through the licensing process while they lived with me.
    The children were returned to my daughter after about 5 mths. They kids were with her for about 3 mths and now have been removed again. I am now going through foster parent licensing. My question is why wouldn't the adoption agency have put the children with me like they said they would do in the first place ???

    Perhaps because "going through foster parent licensing" means you aren't yet licensed and won't be eligible to get the children until you are.

    Also possible that whoever "told" you that the children could be placed with you during the licensing process might have been wrong.

    Did you bother reading the licensing statutes to verify what you were "told"?

    Also keep in mind that you are dealing with an incredibly inept bureaucracy where one hand doesn't know what the other hand is doing.

    No adoption agency would have been involved unless the mother's rights were terminated. As they were not, you were either talking to an agency that has absolutely nothing to do with the case, or you are referring to a different sort of agency (e.g., a private foster care agency) that also handles adoptions.

    If your daughter chose not to mention the possibility of placement of her children with you, such that DHS or a private agency through which the children were placed in foster care would know who you were or how to locate you, it's no surprise that they children ended up in foster care. Most parents are eager to have their children placed with other relatives, rather than in foster homes, so it's normally not an issue.

    You mean, why didn't they make an emergency placement of the children with you? You would have to ask the case worker. It could relate to the fact that the children had done well in their prior foster home and that they could be placed there. It could be that CPS raised concerns about your home and wanted a home study completed before you were considered for placement. It could be that there was an emergency hearing and that, for some reason, the court ordered the children to be temporarily placed in foster care pending further proceedings.... Without more information, we can only guess.
