Ok...the Civil Demand. Well, if you don't pay it, they can take you to Civil Court and win a judgment that now includes further legal costs (their $200/hour lawyer for example). They win the judgment, you don't pay....now they can report this to credit agencies. Applying for a new job, darn that pesky Credit Check. New apartment, darn the pesky credit check....
And as for the Criminal Charge.....that file can be sitting in the LP office....or already forwarded for charges to be filed....If you don't pay, a file that has not yet been forwarded, well....it easily can be.....the C.D. is not supposed to be a threat, but in a way in can be...pay this, we'll let you off without the criminal charges....don't pay it, we may let this file slip over for criminal prosecution.
Now you can get a lawyer to tell you not to pay. I'd ask the lawyer....ok, I don't pay, they sue me in Civil Court, how much will you charge to help me then? And you might find the C.D. is a lot cheaper.
Also...in my criminal case, my lawyer told me to pay it and bring the receipt to the court for the judge to see.
