Default Avoiding Denial of a Tourist Visa for a Relative

    Hello all,
I am a permanent resident of the United States since 2012. For the past three years my mom is trying to get an American visa to come and visit me (from Russia). Unfortunately, she was denied 3 times without any explanation. Can anyone give me any advice what we should do in this situation. I frequently go to visit my parents, I am a working professional with the average salary, so I can sponsor in case it's needed and she does not have any intention to immigrate or stay in US longer it's permitted.
Any feedback is appreciated. Thank you!

I'm sure she was given a reason and I can almost guess that the reason is they don't believe she doesn't have immigrant intent. You should consult an attorney. She needs to reapply with some indication that it really is a bona fide visit (proof or ties to her home country, some definite reason for the visit other than "hanging out with her relatives.").

Experience with our visitor from Russia leads us to believe that visas are difficult to obtain. Even visas for business events have been denied or delayed.

If she lives alone and is not employed, she will have an even more difficult time than our friends. The problem is the number of individuals from Russia who have violated the terms of their visas in the past; she is being judged by their conduct. It may be easier for her to obtain a visit visa if you naturalize since you could then sponsor her residency and she would be able to demonstrate that if it were her intention to remain in the US that she could do so legally.

He's likely still got a few more years before citizenship is an option (five years residence in general, or three years if he's a spouse of a citizen).

No one is guaranteed a visit visa. OP needs to understand that with numerous denials from repeated tries over 3 years that the outcome is unlikely to change since she appears to be desperate to come. Since he can visit her in Russia or they can meet in a third, he needs to stop stressing about her inability to get the visa.
