I guess you win, no time to do that research except to find out NYC relented. I still maintain you'd have a hard time saying it rises to the level of vandalism.
The statute quoted above is not a vandalism statute.
Somebody else mentioned vandalism, but I'm not sure it's 'substantially inconvenient' either. Although municipalities may not use the stickers, they're common enough.
