You're right. It's not exactly clear. So I found the statute that addresses it.

Under Florida statute 943.0585 (4) (a) a person whose criminal history is expunged "may lawfully deny or fail to acknowledge the arrests covered by the expunged record."

There are exceptions which you can read when you scroll down to section (4) at:

You have to understand the nuances of that statute:

1 - It doesn't prohibit the employer from asking.
2 - It doesn't obligate the employer to hire if that information is revealed to that employer by you or from some other source.
3 - It prohibits the government from releasing the information but they way information turns up on the internet it's possible that vestiges of the information can be out there and turn up at the most inconvenient time. I've seen many posts on these legal websites where that has happened.
4 - It doesn't say anything about sealed records, which may be different from expunged records and I don't find anything about sealed records. Expunged records can be sealed but sealed records might not always be expunged.

So, it's up to you how to handle questions on any job application depending on how the question is worded.
