I was a NY licensed driver and pled to a DWAI in NY with conditional discharge for 1 year with ignition interlock device installed in vehicle. I have since moved to Florida and am wondering if the conditional discharge is still in effect in Fl.

Yes.
NY and Florida are members of the Interstate Driver License Compact and will enforce each others decisions.
Retain the device for the duration and don't be stupid enough to drink and drive and you should be fine. Or, don't drink at all and you won't lose control of your judgment.
You said you moved to Florida, but did you have permission to move? It sounds as if you just packed up and moved without doing that. When you request a transfer, you have to wait until word gets back that you have permission to relocate to the place in which you'd like to reside. Once you have been granted permission by the receiving state to move there, you will be given in no uncertain terms, rules to moving to the receiving state and also told about the reporting instructions that you'll need to navigate your transfer. Your post insinuates that you have no knowledge of any of this. If this is true, then you have left without being given permission.
