Underage warrant for foreigner in Pennsylvania

Hi,

I'm a 20 year old European and I just got busted for underage drinking at PSU in Center County, Pennsylvania.

I got a summary offense for underage drinking and was given a citation of about 350 $.
I reckon that if I don't pay the citation, I will eventually get an arrest warrant.

What does that mean?

- Will I get arrested when leaving the country via an airport or will I never get into the US again?
- Will I get arrested when I get pulled over and checked by any cop outside of Pennsylvania? Or only in Pennsylvania? Or only in Center County?
I dont think summary offenses get entered into the NCIC.

Basically I want to know this:
WHO WILL KNOW ABOUT MY WARRANT?

Center County Police? Pennsylvania Police? Police of any given state? Border control / customs?
