    actually, a public servant is an employee of the state, not the state itself. They are called that because they perform tasks that serve the residents of their jurisdiction.

    You need permission from the state, not the public servants.
    Interesting, who is this "state" who grants permission for ccw permits?

    Are you somehow trying to say that the state is something more then our public servants?

    The state is an intangible being if you will. It's kind of like trying to explain the Holy Trinity to you though so I'll not bother.
