My question involves child abuse or neglect in the State of: PA

Posting this for a co-worker who received bad news from her lawyer yesterday. Want to see about getting any other opinions for her.

Long story short, Co-Worker has a 28 year old daughter who is a heroin addict. She doesn't have a job and doesn't own a home. Daughter also has a Little Girl, Co-Worker's Granddaughter. Co-Worker watches and financially supports the Granddaughter 75% of the time. Daughter and her boyfriend are both unemployed, using drugs, and squatting. Co-Worker wants to take full custody of her Granddaughter and move to Florida. Co-Worker wants to argue that her Daughter is incapable of caring for and supporting Granddaughter due to her drug addiction, lack of gainful employment, or suitable housing for Granddaughter.

Co-Worker's lawyer said there is virtually no chance at all that she will be able to gain custody of Granddaughter. Lawyer says Courts in PA will not separate a child from its mother. Lawyer's suggestion was to wait until Daughter is on the street again, asking Co-Worker for money. Lawyer instructed co-worker at that point to offer Daughter $1,000 in exchange for "giving" up Granddaughter to Co-Worker (however that would happen legally - adoption, etc.).

Co-Worker is distraught and genuinely concerned about the safety and well-being of Granddaughter. Is there anything she can do? Thanks.
