My question involves unemployment in the state of: CA

Hi, I am trying to find out if I am going to receive UI benefits or not. I tried calling the EDD and it is a total joke. They are only open M-F from 8am to noon, and it does not matter when you call during those hours, you will only get a recording saying "due to the high volume of calls ... our operators are busy , etc ... please call again later ... " or something to that effect.

So, hopefully someone can help me clarify things here. Here is what has happened so far:
1) I filed a claim on 9/29
2) Had phone interview on 10/7 and the person said I would get a determination in the mail.
3) I received a request for me to supply pay stubs for last 12 months (luckily I had saved every one of them!) I sent them what they asked for.
4) On 10/17 I received "Notice of Amended Unemployment Insurance Award" which has my previous year's earnings laid out quarter by quarter. In the letter it says that my weekly benefit amount is $395.
5) I still have not received a "Notice of Determination" which I assume still might be coming ...???

I know that the EDD says that an employer must file an appeal within 20 days from mailing date of the award; which I guess that refers to the mailing date of my award, which was 10/17. (Unless they can prove good cause for not filing in that time frame, of course)

Question:
What this means is that my previous employer(s) still have until 11/14 (20 business days from 10/17) to file an appeal to contest my claim? Is this right?
