I am not familiar with the tern if givorners warrant but typicall what is happening is that the state you are detained in, when discovering they have a person with a warrant in another state, notifies that state.

It is then up to that state to apply for extradition to their state. I would presume this is the governors warrant you speak of. I don't know of the 90 day limitation and not sure where to discover that specific info. I was under the impression that 30 days was more typical.

The state with the outstanding warrant has the option of spending the time and moeny to extradite to their state or not. If they will extradite, they make formal request to the holding state for approval and then come pick up the wanted person.

If the state with the warrant doesn't want to spend the time and effort to pick up and transport, which is often not done for misdemeanors and even some minor felonies, simply does not take the neccessary actions to retrieve the wanted person.

This can happen forever. When a warrant is issued, there is typically no SoL which would rescind the warrant. The charging state will simply wait until they can get the guy a bit easier.
IS IT POSSIBLE FOR THIS STATE NY HOLD THE PERSON FOR OVER 30 DAYS AWATING IF THE GOVERNORS WARRANT WILL BE PRODUCED AND THEN EXTEND IT ANOTHER 30 DAYS AND CONTINUE FOR ANOTHER 30 DAYS = 90 DAYS UNTIL THIS WARRANT IS PRODUCED. MY FRIEND HAS BEEN IN INCARCERATED FOR OVER 30 DAYS ALREADY
