My question involves vehicle registration or title in the state of: California
My registration sticker disappeared earlier this year and I got two tickets before I had a chance to replace it -- one in Santa Monica and one in Los Angeles. For the LA one, I was allowed to replace the sticker and mail in proof that the registration had been current with a $10 check. No problem. Santa Monica requires that I get someone official to sign off on the ticket or will not reduce the fine.
I have asked LAPD, the DMV and even a Santa Monica parking policeman. No one would sign the ticket. The Santa Monica policeman said two things: 1) that there is a California law requiring sign off and 2) that the fine is only a little higher if you don't get the sign off, so most people will probably just pay it. Which is exactly why I have been fighting this.
He also said that my ticket in LA may have been for "non-registration" (which I could prove I had fixed), while my ticket in Santa Monica could be for "failure to display" which would not really be fixable unless I had filed a police report claiming the sticker had been stolen.
But my ticket in Santa Monica was for "LIC TABS NOT CURRENT," which they were -- so that should be fixable and it seems like all I should need to prove it, as LA requested, is the piece of paper from the DMV showing that my registration was current on the date of the violation.
So, my question is -- what is the California law that governs this situation?
