    Default Is it Legal to Pay a Ransom to a Kidnapper

    My question involves criminal law for the state of: California

    I can't find anything about ransom payments that doesn't immediately start talking about payments to ISIL or other terrorists. I know that's in the news right now, but I would like to know if it's illegal to pay a ransom in the state of California to someone who has kidnapped a child, i.e. to a criminal kidnapper who's done it for monetary gain, with no political motive whatsoever.

    As a corollary, is it illegal not to tell the police if a kidnapping's taken place, even if your motive is concern for the safety of the child?

    These are theoretical points and maybe no-one will want to answer, but I've looked for an answer everywhere online that I can think of.

    I hope someone will take the time to answer my questions.
