Default When Will the Police Come After a Shoplifter

My question involves criminal law for the state of: Oregon

A friend of mine recently shoplifted $ 48 from Wal-mart in the state of oregon.

He noticed that loss prevention was following him throughout the store and waited at the McDonalds within the store to try to lose him. Eventually the LP left and my friend left the store, but then a store employee followed him out to his car while on the phone

As he drove off the manager said "enjoy, the PD are looking for you." He's certain they got his license plate

my friend also stole in a different police jurisdiction than the one he lives in

My question is, what are the chances the police will follow up with this, and would the police notify the town that he lives in, or would they come themselves?

Why didn't you just leave the stolen merchandise in the store since you already noticed loss prevention was following you?
