Once one stops attending school under an F1, they usually have about 2 weeks to leave the country.
She needs to make sure she files while she is still in status.
Given that school has started, she may have already incurred tuition fees that need to be paid. She needs to review her financial as well as immigration obligations and make sure she has health insurance coverage if she quits school.
During her change of status she won't be able to work, attend school, or travel outside of the U.S., and if its' denied she will have to immediately depart. She may be better served by going home then reentering on F2 status.
