It is possible to be charged without being arrested.
Jurisdiction would be predicated upon the fact that the foreign national was present in Florida and committed the wrongful act in Florida. Whether it would be deemed worth trying to sue a foreign national in the United States, given the amount of money involved, issues with service, and the like, is another matter -- I doubt that a suit will be filed, but if one is the Florida court would have both personal and subject matter jurisdiction.Quoting llworking
There will only be a warrant if charges are filed. We don't know that charges were filed. That can be investigated with the court in the county in which the offense occurred.
