Yes to all three (assuming it is actually a campus police force and not just security/public safety). If not directly from the vehicle, they can call dispatch to do it.
What kind of authority does campus public safety have. Can they pull you over and demand to see you i.d./license while on campus? Do they have any authority off campus?
If they are peace officers employed by a California state university, state college, community college, or school district, they have police authority anywhere in the state.
While security officers for some private colleges are not peace officers (the police) they may exercise the powers of arrest of a peace officer during the course and within the scope of their employment, provided they have received certain training and the college concluded a memorandum of understanding permitting the exercise of that authority with the sheriff or the chief of police within whose jurisdiction the institution lies.
The authority to detain you and/or demand identification will depend on the circumstances of the situation.
