H1b Visa Transfer Without Approval Notice

Hi,
I had my H1B I-129 Petition approved on August 2013 but I did not get stamp on my passport. I dont have approval notice from the employer but I have receipt number. My question is that can I tranfer my H1B to another company without approval notice. Can a new employer use just the approved receipt number of original petition to H1b transfer ie. without an I-797 approval notice?

An H1B isn't a pass to work anywhere. Approval notice for one job means nothing with regards to another. While people talk about H1B transfers, they're really talking about submitting a new H1B petition for the new job.
