My question involves a traffic citation from the state of: California
Los Angeles city limits. Woodland Hills to be exact.
My apartment complex is run by morons who can't control the parking situation. They assign 1 parking spot per 1 bedroom apartment. We have 2 cars so I parked in an unassigned spot for months without ever being bothered. The Apartment complex recently hired a company called Parking Network Solutions Inc. to fix the parking problem.
Unannounced one night, they gave me a $30 ticket for "Not parked in assigned space" and my girlfriend got one for "No permit". Permit was in my car.

There is no signage anywhere in or around the complex stating PNS or a tow company. The ticket has no "ticket number" for them to keep track of the offense.
My question is Do I have to pay this? I called the office and the guy who answered was super rude and threatened to put a boot on my car and even tow it if he sees my car again without paying this fee.
I think it is bs and that I don't have to pay the $30 on either end. He says the agreement between him and the complex gives him the authority to ticket and tow.
