Angry Apartment is Issuing Private Tickets for Parking Violations

My question involves a traffic citation from the state of: California

Los Angeles city limits. Woodland Hills to be exact.

My apartment complex is run by morons who can't control the parking situation. They assign 1 parking spot per 1 bedroom apartment. We have 2 cars so I parked in an unassigned spot for months without ever being bothered. The Apartment complex recently hired a company called Parking Network Solutions Inc. to fix the parking problem.

Unannounced one night, they gave me a $30 ticket for "Not parked in assigned space" and my girlfriend got one for "No permit". Permit was in my car.

Pic of the ticket they gave my girlfriend. http://imgur.com/j4i2BcS

There is no signage anywhere in or around the complex stating PNS or a tow company. The ticket has no "ticket number" for them to keep track of the offense.

My question is Do I have to pay this? I called the office and the guy who answered was super rude and threatened to put a boot on my car and even tow it if he sees my car again without paying this fee.

I think it is bs and that I don't have to pay the $30 on either end. He says the agreement between him and the complex gives him the authority to ticket and tow.

    Any advice? Thank you.

What does your lease say about parking and permits?

This entire thing looks a little strange to me. And I would like to know where this company gets the legal authority to do what they do and threaten to do. I would assume that there needs to be something in the lease about this.

The ticket is not sworn to or signed not that that's going to matter.

You should check out their website and read everything there. It says that all vehicles need a 'virtual permit' at a cost of $50 each. There are supposed to be signs informing the tenants of the parking rules.

...or if your lease requires that you follow community rules, what do those rules say about parking and permits?

    No.

You don't HAVE to pay it.

The only thing you HAVE to do in this life is die.

    Everything else is optional.

However, many choices have serious consequences if you make the wrong choice.

I suggest you read your lease and figure out what your tenant rights and obligations are.

There is probably something in there (and in the rules) that gives management the right to fine you and impose consequences if you don't pay.

    Ditto Adjusterjack's comment.

You might find that your ability to park on the property can be rescinded if you do NOT pay the "fines" assessed by the management.

    Read the lease.
