My question involves collection proceedings in the State of: Oregon
I have a lien placed on my home for a medical bill. I was recently told by an attorney that the practice of putting a lien on your primary residence for medical debt is not allowed. I had a really disinterested attorney at the time so I am confused. I do owe the money, tried to make payments and they said all or nothing and I get a lien on my home with a minimum payment and 9% interest.

Did the creditor get a judgment?

If yes, then a recorded judgment does become a lien and it's legal. Has nothing to do with what kind of bill it is.

However, if you were not sued and there is no judgment against you, then a lien is likely illegal.

I just noticed a contradiction in your post.

You wrote: "I have a lien placed on my home"

Then you wrote: "they said all or nothing and I get a lien on my home" implying that they are threatening to put a lien on your home at some future point.

So which is it?

Have you checked your county recorder's website or office to see if the creditor has really filed something?

Many collection agents lie in order to scare a person into paying.
