Is there a problem with calling Section 8 and letting them know about the situation? Their standards for rental units are fairly tight. One of their inspectors can look at your unit and common areas of the building and issue the owners a discrepancy notice threatening to terminate Section 8 Housing Assistance Payments (HAP) to them if corrections are not made within 30 days.
I am a Section 8 building owner and am fairly familiar with the process. If I get one of those notices I make sure the repairs are made right away. If I don't, the HAP payments will stop and the tenant can't afford to make up the difference. If that happens, I will lose too much money evicting them, cleaning the place up and then having the unit empty while looking for a new tenant.
Section 8 is the goose that lays the golden eggs. If you want to keep getting the golden eggs, you maintain your building.
