    What about a non-installed, portable AC unit? Its similar to running a space heater in your room, but you have an exhaust hose that you stick out the window.

    Either the landlord has a problem with the tenants' running the air conditioner because of the energy cost, in which case that would still be an issue, or the landlord is not, in which case they can turn on the central air.
