Default Backing Up on a Public Road

My question involves a traffic question from the state of: CT

What are the rules in CT regarding backing up? I signal my intent (blinker) 100 feet before turning and I tap my brakes repeatedly to alert the drivers behind me yet half of the time the driver behind me tailgates as soon as I start to slow down.

The road that I backup on is heavily populated.

I can't remember the last time I had occasion to back up on a public road. What are you doing that you need to back up repeatedly?

What does signaling for a turn have to do with backing up?

    Parallel parking and a driveway.

Driveway. No problem. Just slow down to a crawl. If somebody is on your tail, they can wait or go around you. I have a similar situation on my street where the corner is about 40' beyond my driveway. When I signal people think I'm going to the corner, so I start going real slow about half way back up the block so anybody on my tail is moving at a snail's pace when I get to my driveway and turn into it.

Parallel parking. Also no problem. I used to do that in NYC. I'd slow down and stop at the parking space and sit there. If somebody was on my tail, they would have to back up and go around me. When it was clear I'd pull forward and back into the space.

That you are not permitted to do it when other traffic is coming behind you basically.

Sec. 14-243. Starting or backing vehicle. (a) No person shall move a vehicle which is stopped, standing or parked unless such movement can be made with reasonable safety and without interfering with other traffic, nor without signalling as provided by section 14-244.

    (b) No person shall back a vehicle unless such movement can be made with reasonable safety and without interfering with other traffic.

    (c) Violation of any of the provisions of this section shall be an infraction.
