Default Gambling Law in the U.k. and USA

My question involves business law in the state of: Georgia.

Is it illegal to run an online gambling website in the USA if all of your customers are in another country where it is legal?

Absolutely not. Operating a gambling site in the US is prohibited under federal laws. There are a few states (Nevada, NJ, Delaware) that allow it for people (residents and guests) who are physically located within. Further, US banking code prohibits transferring funds for this purpose. While it is established to keep US residents from gambling abroad, the law is not selective.
