My question involves criminal law for the state of: Louisiana/Georgia

My Husband is inner-stated from Georgia to Louisiana on probation. He is due to get off probation August 2014. In the meantime, on May 12, 2014, he landed his self in jail on some new charges. Immediately following, his Louisiana probation officer put a hold on him. We are now going into the third week with no response from Georgia as to whether or not they or going to extradite him. We have had numerous problems with Probation and Parole since he has been in Louisiana. They tried to violate him of non compliance a few years ago. I was able to prove them wrong, he is on unsupervised non report probation and non report was the reason for them trying to violate him. My husband was declared disabled in 2009, he has very serious medical problems. According to my research it is against a person's civil rights for Probation and Parole to put a hold on a person for more than 5 days. I am trying to find out if that is true, and if so where can I find something stating his rights? I understand that the charges that he is facing are still going to be there. The thing is he is not a flight risk he has been in all compliance up until this incident. He is willing to check himself into a rehab, but the probation officer is not even willing to consider that as a option. Is there anything I can do to get him out of jail and get him the medical treatment he needs? We have been told a fall could result in him being paralyzed or dead.
