Default Government Scholarship Problems After F1 Student Was Injured

I've joined this forum so that I may get some help for my fried that's from Saudi Arabia.

In short: He came to California in 2012 and while here he suffered a major injury to his leg, breaking his tibia and fibula. He underwent surgery that year and they placed plates and screws on both bones, hindering his ability to make it to and from school. The surgery didn't heal and one of the plates in his leg broke in half. He thinks of it as malpractice. He underwent surgery again at another location, Stanford Medical Center last December and is now almost walking fully.

In the entirety of this time, he has been in contact with Imagination (who took his visa while he is dealing with the two governments), his embassy in L.A. and Washington D.C. He can't, for some reason get his scholarship fixed now that this is almost past him.

I don't know much about this and wanted to seek the help of some knowledgeable people. Any input would be great; suggestions, tips, of like storys.
Any other information you need I will answer.

Thanks in advance for any help.

You are talking to the wrong people. HE should be trying to work this out with his college and the the scholarship agency.

His scholarship is through his government. They pay for his school, housing, medical insurgence, etc. He went to his school and they said he needs to talk to your government about his scholarship.

They're right. His other choice is to pay his own tuition and costs.
