My question involves juvenile law in the State of: Ohio and Kentucky

I have a young friend whose mother was just imprisoned in Kentucky for drug crimes. The child is 17 and wants to be emancipated so she can move away from the drug abuse and homelessness of the area she lives in. She lives in Ohio, although the mother was jailed in Kentucky. The father is deceased.

In my research, it seems Ohio doesn't have emancipation rules even for a child at risk if she stays? It looks like in Kentucky, the mothers jailing would be grounds enough for the child to be emancipated. Is it possible to approach Kentucky court for her emancipation? Or am I wrong about emancipation law in Ohio?

Or, if we help her leave there, what would we need to make it legally okay and not have her termed a runaway?

As a note, I don't reside in either Ohio or Kentucky.
