If so, can someone download and/or rip someone else's mp3s or CDs of a record they own?

You violate someone else's copyright.
I don't know who would catch you doing this, but it is illegal.
I'm not worried about being caught, I'm concerned with the legal and moral implications of copying music!
What if the person whose copyright I'm violating gives me permission?
Copy, yes - one backup copy, in case the original becomes damaged. This does not extend to copying DVD's. Copies, no.

If you get permission from the copyright holder, you can make as many copies as they grant you permission to make. Some third party? No. I can't give you permission to shoplift at K-Mart, and your buddies can't give you permission to steal somebody else's intellectual property.
I own The Beatles Abbey Road on record. My friend owns it on CD. Can I make a backup copy of his CD with this permission? Since I already own the intellectual property, it shouldn't be a problem. If not, why not? If I owned the CD I could easily make a backup copy.

As you were previously told, no. If you want to make a backup copy, you would make it from your own LP's.
