Caught Underage Gambling

My question involves criminal law for the state of: Delaware.

Okay so the situation I am in is rather confusing and I am not quite sure what to do. I am 19 years old and I was caught in a casino gambling underage. I was taken with my friend by the head of security where he took all of our info and called the DGE (Division of Gaming Enforcement). Anyways we signed a form agreeing to not set foot on the premise but no cops ever were involved and i was never actually arrested. My friend and i talked to the DGE agent over the phone and he said at the time they were very "busy" and didnt want to come out for just a little misdemeanor offense, then we were free to go. Anyhow its now about a month later and he called me saying i need to come up to delaware where i will be arrested and given a court date etc etc. He says if i do not i will have a warrant issued for my arrest (this is the DGE agent, i never actually received a formal letter only a phone call). Anyways my question is what are the charges for underage gambling in Delaware? If i dont go can i be issued a warrant for a crime i was never actually arrested for? The whole thing is just confusing to me and i would like a little light shed on it because its not a typical thing. Oh and i live in NEW JERSEY and all this occurred in DELAWARE

Yes, you can be charged with crimes you commit. Yes, even if the police don't show up at the scene.

DGE is the police and you can be charged without an actual "arrest." Most arrests don't go down like you see on TV. You can just be handed/served the papers.
