My question involves landlord-tenant law in the State of: New York (upstate)
A legally disable person rents small 2 story house upstate New York (Woodstock area).
Upstairs bedroom has small, narrow door without any fire scape stairs. In case of fire this is the only means of escape. Tenant is almost 65 years female with serious health issues, which include but not limited to mobility issues due to both knees replacements and several other painful conditions requiring constant medical care. Jumping out of second floor would be extremely dangerous if not lethal. Is this possible code violation? Is the lease illegal since it does not provide basic safety to the tenant?
There are other potentially harmful conditions such as inadequate septic system, potentially polluted well water (taste, color, smell ) and smoky old outdated wood stove
Please help.
