If there's a movie with the name 'The 7th Floor', can I make a video game named 'The 7th Floor' and not get sued?

Not familiar with the movie but generally, movie titles are not covered under copyrights. Those that have some sort of protection are typically covered under trademark right such as Harry Potter and other such titles that are part of a series. Although not all of such series are covered under trademark either.
If you look around, you can find movies that share a title with totally unrelated stories.
Now, where you may get into a problem is if your game is actually based on the movie. Again, it may or may not be an issue. It would depend on the specifics of what you are doing and what rights the publisher or writer claims.
You would be best served by taking your proposed project to a lawyer that practices in IP law so they can review your project and give you their opinion, once all the specifics are known.
