Default Ignition Interlock Requirements When Licensed in a Different State

CA DMV [Home State] put DL Renewal on HOLD until I obtain AZ “Clearance” (for 2007 DWI-Rx: haven’t had alcohol since 1985). AZ cleared me except IGNITION INTERLOCK requirement which I do NOT need under CA law. How does Interstate DL Compact apply? (Home State Law vs Nonresident state law?) AZ has no exemptions-for nonalcohol DWI or any other situation.

California will continue its hold on renewal until you document the reinstatement of your Arizona driving privileges. If your license is suspended in Arizona until you satisfy an ignition interlock requirement, they will continue to suspend your license until such time as you fulfill that requirement. If Arizona has imposed no such requirement on you, it shouldn't be an issue.
