My question involves criminal law for the state of: Louisiana

Is It Illegal for a Drunk 31 Year Old Father to French Kiss His 6 Year Old

If you are the father: Time for rehab and sex counseling. Next time you get drunk, your inappropriate actions (just plain SICK!) can escalate into full-blown rape of the child or another child.

If you another relative: Please report it to Dept of Children and Families IMMEDIATELY. They will investigate as to if this has happened before or has gone further, and possibly remove the child from the home, or decide if the police should be involved. Don't delay, because the father in question is a very sick individual, and as mentioned above, can escalate into rape of a child next time.
