    Default Is a Workplace Cafeteria a Public Place

    In Pennsylvania. If you are at work and you are on break or lunch in a employee cafeteria. Is that considered being in public? Or are you considered still in your place of work?

    If you dropped your pants, it would be 'in public'. If you threw trash on the ground, it would not be littering. So context is important.
